But the building . true value lies in the lives it will shape and the challenges it will help solve – from childcare and education to mental health, manufacturing, and tourism.”&nbsp;</span></p><p><span>Among those whose lives and careers have already been shaped by is state Rep. Clint Moses, a psychology alum who now represents the Menomonie area in the state Legislature. It . a bridge between campus and community. It . an investment in the next generation of professionals in education, hospitality, mental health, manufacturing, health care, tourism, nutrition and more,” DeMuth said. “This is where applied learning meets real-world needs. From the Child and Family Study Center to the programs training our future teachers, counselors, and wellness leaders, Heritage Hall has long been at the heart of . mission. The Chamber and our investors across all industries are proud to support this vision.”&nbsp;</span></p><p><span>Before the renovation began, Heritage Hall served more than 2,000 students in 29 undergraduate and graduate programs annually. Once it reopens, this number is expected to grow to more than 4,000 students each year.&nbsp;</span></p><p><span>The three-year project will involve demolishing the interior partitions of the building to create maximum flexibility for new spaces. An independent feasibility study conducted in 2020 found that while the building is structurally sound, most of its systems are either obsolete and difficult to repair or near the end of their life. The renovation will completely replace the building . mechanical, electrical and plumbing systems; replace the roof, windows and entrances; create code-compliant and accessible restrooms; and more.&nbsp;</span></p><p><span>“The renovation of Heritage Hall represents a bold step forward for ,” <strong>Senior Facilities Officer Justin Utpadel </strong>said. “This four-story facility will be completely revitalized with modern infrastructure, including solar panels and enhanced daylighting to support sustainability and wellness. Clinical Services Center, which serves members of the community, will be more easily accessible and celebrated.”&nbsp;</span></p><p><span>Rodríguez went on to outline the plethora of programs that will be housed within the remodeled building, noting that many of them produce graduates who can fill jobs in economic sectors projected to grow in Wisconsin in the near future, including tourism, mental health, education and child care.</span></p><p><span>The bulk of funding for the project came from the state of Wisconsin through the&nbsp;</span><a href="/about-us/news-center/wisconsin-representatives-moses-summerfield-celebrate-uw-stouts-heritage-hall-funding-workforce" target="_blank"><span>2023-25 state budget</span></a><span>. The project also received $13.5 million in private funding from university supporters, industry partners and alumni made through the </span><a href="/about-us/uw-stout-foundation-alumni-association/uw-stout-foundation" target="_blank"><span>Stout University Foundation</span></a><span>. In terms of dollar value, it is the largest project in the university . history.</span></p><p><span>Wisconsin-based Miron Construction will serve as the project . general contractor. Andrew Daniels, senior vice president of the company . I can’t wait for the day I walk back into Heritage Hall as an alumnus and see it completely reimagined. We appreciate the Committee . support and recognition of . critical contributions to Wisconsin.</p> <p>In my conversations with business and industry partners throughout our state, I have heard significant concerns voiced about childcare, mental health, manufacturing and other issues impacting local economies. If we’re going to be asking students to be developing into these fields, they deserve to have a better building to do that in.”</span></li><li><span>Ashley DeMuth, Menomonie Chamber of Commerce CEO who traveled to Minocqua to address the Joint Finance Committee again after speaking in Wisconsin Dells, said, “This isn’t just about academics. It . about building on the future talent pipeline and retaining students. Frank became the eighth chancellor of the University of Wisconsin-Stout, after a distinguished career as an administrator and faculty member.</p><p>Before her appointment as chancellor, Chancellor Frank served from 2016 in two roles at Central Washington University in Ellensburg, Wash., as Provost and Vice President of Academic and Student Life and Vice President of Academic Innovation. She also held the rank of Professor of English.</p><p>From summer 2014 until spring 2016, she was Dean of the College of Arts and Sciences at Northern Kentucky University. Frank served as Dean of Humanities and Social Sciences at Indiana University East, Chair of English and Foreign Languages at Colorado State University-Pueblo, and a faculty member and administrator of programs involving student writing, faculty professional development, and student success.</p><p>Chancellor Frank, the first female leader of , grew up in Colorado and has a bachelor . degree in English from Bates College, Lewiston, Maine. She has master . and doctorate degrees in English from the University of Washington, Seattle. Frank . research interests include Romantic and Victorian English Literature, rhetoric and composition, the scholarship of teaching, and academic leadership.</p><p>“I am delighted to join ,” Chancellor Frank said. “Throughout the search process, I became increasingly impressed by the high-quality work and creative thinking exhibited by faculty, staff, and students at , as well as the strong, reciprocal relationships among the university, community, and regional partners. She also held the rank of Professor of English.</p><p>From summer 2014 until spring 2016, she was Dean of the College of Arts and Sciences at Northern Kentucky University. Of the 116 licensed group child care centers in the 10-county area, 70% responded to the survey.</span></p><p><span>They reported having to adjust their capacity because of a shortage of qualified staff. And although the group centers reported hiring almost 600 times in the last 12 months, there are still more than 300 staff positions open. In addition to adjusted capacity, more than 50 classrooms closed, resulting in a loss of more than 1,600 child care slots.</span></p><p><span>In these counties, waiting lists for families outweigh availability, with 90% of programs reporting a waiting list of more than 4,000 children. And across the state, three or more children compete for every available child care spot, with 54% of Wisconsin residents living in child care deserts.</span></p><p><span>Without support around the child care staffing crisis, 16% of CCP group child care programs reported they were facing closure due to the ongoing issue of not having qualified staff.</span></p><p><span>As part of Gov. Evers proposed 2023-25 budget, $340 million would be invested in the Child Care Counts: COVID-19 Stabilization Payment Program, along with $22 million to support the Wisconsin Department of Children and Families’ Partner Up! Program.</span></p><p><span>Without ongoing financial support through programs like Child Care Counts and Partner Up!, 44% of CCP programs were unsure they would remain in business, and 21% felt they would close in the near future.</span></p><p><span>Child Care Partnership, a Western Dairyland Community Action Agency program, serves Buffalo, Chippewa, Dunn, Eau Claire, Jackson, Pepin, Pierce, Polk, St. Croix, and Trempealeau counties and the Ho-Chunk Nation. Its goal is to increase access to consistent, affordable and quality child care services.</span></p><h3><span>University center helping to make a difference</span></h3><p><span>The Child and Family Study Center practices the university . </span><a href="/about-us/our-polytechnic-advantage" target="_blank" rel="noopener"><span>polytechnic mission</span></a><span> of providing hands-on experiences to undergraduate and master . students to prepare them for careers in child care and early childhood education. Instructional staff teach in five classrooms and labs in two locations on campus: the Infant/Toddler Lab in Heritage Hall, with children 6 weeks through 3 years of age; and the Preschool, with children 3 to 6 years, including the 4K program, in partnership with the School District of the Menomonie Area.</span></p><p><span>As a National Association for the Education of Young Children accredited program, the CFSC is held to guidelines regarding teacher preparation.&nbsp;It holds a five-star rating in the YoungStar system, which ensures the health and safety of child care in Wisconsin.</span></p><p><span>“We have a reputation of quality and intentional programming to support children's success,” said <strong>Director Allison Feller</strong>.&nbsp;“Our qualified staff&nbsp;exemplify excellence and directly impact our program's success. By staying abreast of current research and developments in the field of early childhood education, they mentor future educators who are prepared to enter the workforce.”</span></p><p><span>This year, 63 children of university students, faculty, staff and community members are in CFSC programming. She works one-on-one with children ages 2 and older, who are on the autism spectrum. Using applied behavior analysis, Hewitt guides children to understand their abilities to their best advantage, so that they may have the most independent life they can.&nbsp;</span></p><p><span>“My education from Stout has given me the best tools to excel in my position,” Hewitt said. “I use individualization and differentiation every single day. I also utilize the training I received at Stout to create plans for programming, thinking outside the box for creatively presenting new learning objectives while aiming for the most multimodal experience for the child. The skills I learned to help manage classrooms and learning environments, as well as building family relationships and rapport, has helped me to be the best behavior therapist I can be.”</span></p><p><span>The Preschool building opened in 1971; the Heritage Hall Infant/Toddler Lab opened in 1973.</span></p><p><span>The </span><a href="/about-us/meet-our-leadership/business-finance-and-administrative-services/facilities-management/heritage-hall-renovation-project" target="_blank" rel="noopener"><span>Heritage Hall renovation</span></a><span> will support building a new CFSC, strengthening state-of-the-art programming and curriculum to keep students at the forefront of innovative and evidence-based early childhood services. A newly designed center will also include a common space for faculty, staff, community partners and families to expand existing collaborations and campus initiatives.</span></p><p><span>The renovation of Heritage Hall, which&nbsp;</span><a href="/about-us/news-center/major-renovation-heritage-hall-ranked-no-1-chippewa-valley-third-uw-system-academic-buildings" target="_blank" rel="noopener"><span>received priority approval</span></a><span> from the UW System Board of Regents, is ranked No. 1 in the Chippewa Valley and No. 3 for major academic building renovation projects. They assess 3K students for their clinical practicums to profile preacademic skills at the beginning and end of each academic year.&nbsp;</span></p><p><span>This collaboration benefits multiple stakeholders, Peterson explained, including the graduate students who receive applied learning experience; and CFSC instructional staff and parents who receive meaningful information about instruction and a benchmark measure of progress. As emerging professional counselors, our students will educate parents and caregivers on how to support children in the midst of normal development, but also those experiencing developmental crises,” Bates-Maves said.</span></p><p><span>This spring semester, <strong>Assistant Professor Lindsay Heidelberger</strong>, program director of M.S. nutrition and dietetics, has connected <strong>Professor Deb Sheats</strong> to collaborate with CFSC staff to provide master's students in the Nutrition Education and Counseling course with hands-on, polytechnic learning. Students will observe meal times at the CFSC, conduct needs assessments with staff and create nutrition education video lessons for children and their families.</span></p><p><span>“Having access to the CFSC has been integral to the students’ learning by providing experiential learning in a real-world setting as a nutrition educator,” Heidelberger said.</span></p></div> </div> </div> </section> The food science bachelor . program requires a field experience. “It . critical to be able to dive into and understand what . available in the workforce,” Radzinski.</span></span></span></p> <p><span><span><span>Following in his footsteps is <strong>Lydia Kneubuehl</strong>, a junior from Madison who is a food science major pursuing a double major in computer science. She had an internship at Brakebush last summer and will return this summer. She would like to start her career there in R&amp;D.</span></span></span></p> <p><span><span><span>Kneubuehl enjoyed the professional setting, a culture that Radzinski helped establish. She received her Ph.D. degree from Korea University (Seoul, Korea) in 2001 and worked at Iowa State University (Ames, IA) as a post-doctor and research scientist (2001-2011). She joined the in 2011 as an Assistant Professor, early promoted to an Associate Professor in 2015, tenured in 2017, and promoted to a full Professor in 2020. Dr. Lee served as Evelyn Van Donk Steenbock Endowed Chair (2015-2017), a Graduate Program Director of M.S. Food and Nutritional Sciences program (Jan. 2016-May 2019), and a Department Chair of Food and Nutrition (May 2018-June 2020).</p> <p><strong>Teaching Interests</strong>: Since Fall 2011, Dr. Lee has taught a variety of courses from introductory to graduate-level courses, online courses, and lecture-laboratory combined courses, including General Education (GE) courses and specialized courses to undergraduate and graduate students in the FST program. She developed four new courses (FN123-Science of Food (GE), FN425/625-Food Chemistry, FN435/635-Food Analysis, and FN725-Flavor Chemistry) related to the Food Chemistry area following IFT guideline and has been teaching mainly them so far.</p> <p><strong>Research Interests</strong>: Focused on the food chemistry area, especially “bioactive peptides produced from the egg protein (phosvitin)” and “mechanisms and prevention studies of quality changes of irradiated meats”. She has published more than 65 papers in peer-reviewed journals and 12 book chapters and received total $ 0.6 M research grants since 2002. Recently, Dr. Lee received the Sabbatical Award, and plans to conduct research for “the production of plant-based meat alternatives using 3D-Food Printing Technology” during the sabbatical year (Sept. 2021-May 2022).</p> <p><strong>Professional Interests</strong>: Dr. Lee has actively involved in the Institute of Food Technologists (IFT), working in the Food Chemistry Division Leadership Team (2013-2020). She was honorably elected and served as the Division Chair (2017-2018) for 1,400 division members. IFT is the largest international food science association with 17,000 members and evaluates the accreditation of the food science program, which the Food Science program received in 2014.
